An objective type (MCQ) Combined Pre-Medical Entrance Test (HP-CPMT-2008) for admission to MBBS/BDS courses (1st year) in Govt. Medical / Dental Colleges including Private Un-aided Dental Colleges (State/Management Quota) in Himachal Pradesh for the academic session 2008-09 will be held on May 29, 2008 (Thursday) at Shimla, Mandi, Dharamshala and Hamirpur Examination Centres for which the applications on the prescribed form from the eligible candidates are invited as available in the prospectus.
LAST DATE: The last date for receipt of application forms complete in all respects either by hand or by Registered/Speed Post in the office of the Deputy Registrar (Entrance Tests) is 5.5.2008 upto 5 PM where after no application shall be accepted. The NRI Candidates (Foreign Students) shall send their applications complete in all respects direct to the Principal(s) of the concerned College(s) latest by 31.5.2008.
H.P. CPMT 2008 Eligibility
i) For State Quota Seats in Govt. Medical/Dental Colleges & 50% seats in Private un-aided Dental Colleges: Children of bonafide Himachali/Himachal Govt. employees and employees of Autonomous Bodies wholly or partially financed by the Himachal Pradesh Govt. and have passed at least two examinations out of four i.e. Middle, Matric, +1 & +2 or their equivalent from the recognised school(s) /College(s) situated in the State of Himachal Pradesh only are eligible to apply for the test. However, Children of Defence Personnel/EX-servicemen/Central Govt. employees/employees of Undertaking wholly owned by the Central Govt. including U.T. employees/Autonomous Bodies and Children of Himachal Govt. employees/employees of wholly owned H.P. Govt. Undertakings/Autonomous Bodies, who are Bonafide Himachal living outside the State on account of their service are exempted from the condition of passing two examinations from the School(s) situated in the State of Himachal Pradesh.
(ii) The Bonafide Himachal Students who admitted to Navodaya Schools situated in Himachal Predesh, but passed Matric or +2 examinations under the exchange prognamme form other Navodaya Schools in the country are also eligible for competing this test.
iii) For Management Quota Seats only in Private Un-aided Dental Colleges: Under this quota, there will be no domicile and schooling condition, both Himachaii and non-Himachali interested candidates can compete in the entrance test subject to fulfillment of minimum educational qualification and age as mentioned.
iv) Educational Qualification: The candidate should have passed 10+2 or equivalent examination of a University / Board by law in India with Physics, Chemistry and Biology subjects which shall include a practical test with 50% marks (40% marks for SC/ST/OBC) provided the candidate has qualified the subject of English as an elective subject in the above examination.
Note: The candidates who have appeared in 10+2 or its equivalent examination and the result has not been declared can also apply for this test, but the admission will be subject to passing of the said examination with the required percentage at the time of 1st round of counselling.
Age: The candidate should have already completed or should complete the age of 17 years and must not have completed 25 years of age on 31st December, 2008.
FOR CHILDREN OF J&K MIGRANTS: Who posses the minimum qualifying qualifications and age as given above can also compete in this test against the seats reserved for them.
FOR CHILDREN OF TIBETAN REFUGEES: Who posses the minimum qualifying qualifications and age as given above and should be sponsored by the Tibetan Govt. in Exile can also compete for this test against the seat reserved for them.
FOR NRI CANDIDATES
Candidates who are residing abroad and who have passed the qualifying examination form abroad and who fulfill the minimum education and age as given above are also eligible to apply on the prescribed form available in the prospectus. They need not appear in the entrance test.
PROCEDURE FOR OBTAINING THE PROSPECTUS:
(i) University Counter: For prescribed application form and detailed information etc., the Prospectus can be obtained at the University Exam Enquiry-cum-sale Counter at Summer Hill, Shimla-5 from 10.04.2008 to 05.05.2008 during working hours on cash payment of Rs. 1,000/- for General & other categories, Rs. 500/- for SC/ST categories only and US Dollars 40 or equivalent in Rupee for NRI candidates.
(ii) By Post: The requests for supply of the Prospectus by post can only be addressed to the Deputy Registrar (Entrance Tests) H.P. University, Shimla-171005 accompanied by crossed IPOs/Bank Draft amounting to Rs. 1050/ – incase of General & Other categories, Rs. 550/- for SC/ST categories only and US Dollar 50 or equivalent in Rupees for NRIs, drawn in favour of the FINACNE OFFICER, H.P. UNIVERSITY, SHIMLA-5 .
No request for sending the prospectus by post will be entertained after 22-04-2008, while applying for supply of prospectus by post, the candidate must write the HP CPMT Prospectus -2008 is required and complete mailing address in capital letters along with telephone number be mentioned.
NOTE: It will be the entire responsibility of the candidate(s) to procure the prospectus will in time and submit the application complete in all respects within the stipulated date. The University will not be responsible for any postal delay or non- receipt or in case misplacement or lost of prospectus in transit. Eligibility
a. Indian Degrees Candidateswho are in possession of medical degrees from Indian Universities registerable as per provisions of Indian Medical Council Act 1956 and possess provisional or permanent registration certificate issued by Medical Council of India/State Medical Council and have completed one year of internship on or before the last date of submission of the application form i.e. 15th April 2008.
b. Foreign Degrees Candidates who are in possession of degrees from foreign universities and possess provisional or permanent registration certificate issued by Medical Council of India/State Medical Council and have completed one year of internship on or before the last date of submission of the application form (15th April 2008) can also apply for June 2008 examination.
c. Submission of Internship Completion Certificate and Certificate of Registration on Permanent/ Provisional basis with MCI/SMC is an essential pre-requisite. In case the candidate does not submit the Internship Completion & Registration Certificate with the application form, his/her application shall be rejected and fees forfeited.

Background / General description
The Human Development Department in South Asia Region (SASHD) is responsible for the development of lending operations, supervision of the existing portfolio, analytical work (AAA), and delivery of policy advice and technical assistance to clients in the social sectors (education, health/nutrition/population, and social protection/labor). The South Asia Region encompasses eight countries (Afghanistan, Bhutan, Bangladesh, India, Maldives, Nepal, Pakistan, and Sri Lanka) and is home to a quarter of the world’s population.
The Health, Nutrition, and Population Unit (SASHN) comprises about 40 professional staff, seventy percent of whom are based in the field and thirteen of whom are based in the New Delhi office. The Region has a very large HNP portfolio, with more than 40 lending and AAA tasks, and commitments exceeding $2 billion. The HNP portfolio in India comprises about twelve lending and non-lending tasks: eight operations totaling around $1.9 billion under supervision, two operations under preparation, with the possibility of two additional financing operations; and several ongoing analytical pieces of work.
We work as a team of specialists bringing one another’s expertise to bear on all tasks across the region, rather than only as individual task teams. The HNP work of the South Asia Region is extensive, and covers a wide range of strategic areas in health, nutrition and population. We seek to increasingly specialize as staff, recognizing the specific expertise of operations staff, economists and the range of HNP specializations required to respond to demands from our clients and deliver quality work.
SASHN is seeking to recruit an Extended Term Consultant (ETC) on a one year consultancy extendable to two years, subject to performance in the first year, who will support the HNP team in New Delhi providing operations support to specific lending and supervision tasks. Duties and Accountabilities
Duties and Accountabilities
The specific responsibilities are as follows:

The Extended Term Consultant (ETC) will perform as a member of the South Asia Human Development Department’s Quality Assurance and Operations Advice Team – which comprises a virtual team of all the operations analysts and officers in headquarters and country offices.
The Extended Term Consultant (ETC) will provide operational and implementation support (assuming responsibility for the regular follow-up of the fiduciary, safeguards, legal aspects of the projects with both the internal and external clients) to the India Health, Nutrition & Population (HNP) portfolio. The work would involve travel to the field as and when required during missions and in the interim as required by the team leader. She/he will assume the following responsibilities, although specific work assignments will evolve over time and the ideal candidate should have the ability to respond as required around the following kinds of assignments:
Preparation of new projects:
 Assist in the preparation of the Project Concept Note (provide preliminary project costs, advice on component structure/project complexity; advise team on choice of lending instrument; provide inputs into the risk assessment
 Provide guidance to the team on latest operational guidelines and procedures for project preparation
 Participate in all preparation missions and provide inputs for mission documentation
 Organize any necessary workshops and training for clients (to assist in project preparation)
 Responsible for summarizing design of implementation arrangements
 Responsible for costing the project inputs/expected investments
 Liaise with procurement/financial management/safeguard/legal colleagues to ensure consistency in approach and in project documents
 Ensure that all latest operational policies, procedures and templates are used by the team
 Provide necessary inputs for the project performance indicators (to track implementation progress)
 Provide guidance to teams on lessons learned from successful projects
 Ensure that all assessments (Social Assessment; Environmental Assessment/Plan) are prepared & disclosed
 Ensure that project preparation timetables are updated and remain realistic
 Provide inputs for the disbursement arrangements and estimated allocation of loan/credit proceeds based on final cost tables
 Work closely with procurement specialists to ensure that the procurement plan reflects the final project costs
Implementation Support to projects
 Prepare mission schedules and TORs as requested
 Participate in all missions and major discussions with Government
 In between missions by HQ-based TTLs, represent the TTL to clients and partners
 Monitor project implementation (close liaison with counterparts – local staff)
 Continuously monitor the status of procurement and FM issues
 Assist in reviewing procurement and consultant packages (TORs, bidding documents, etc)
 Continuously monitor the status of project disbursements in client connection and through the project management table
 Ensure that legal covenants are monitored
 Monitor safeguard compliance
 Provide any necessary information to review panels during
implementation (QAG, etc)
 Review annual, semi-annual reports by the Client
 Assist in the preparation of restructuring packages (if required), (e.g. memos, project papers and all necessary additional documents)
Selection Criteria
• A Master’s degree in social sciences, public policy, international development, public health or other relevant field – OR – equivalent combination of education and experience.
• A minimum of 5 years of relevant experience.
• Proven ability to support teams in the design, preparation and implementation of operations.
• Ideally, knowledge and demonstrated experience in applying World Bank operational processes and procedures, knowledge of fiduciary requirements under Bank lending (in particular as regards procurement), and an understanding of World Bank Group operational policies, practices and procedures.
• Experience in India’s HNP sector and knowledge of the government structures and counterparts is a specific advantage.
• Should be a self starter with the ability to work with limited supervision in a multi-cultural team.
• Strong organizational skills and capacity to work simultaneously on a variety of issues and tasks, independently adjusting to priorities and achieving results with agreed objectives and deadlines.
• Strong client orientation with commitment to results on the ground. Capacity to interact effectively with a range of stakeholders at various levels within and outside the Bank.
