OBJECTIVES OF THE PROGRAMME :
Over the following years, WHO and partners will support the implementation and evaluation of interventions that are in line with those recommended in the World report on road traffic injury prevention published by WHO and endorsed by both United Nations General Assembly and World Health Assembly resolutions to increase awareness of road safety and identify several highly cost-effective interventions, which if implemented across the globe would save hundreds of thousands of lives and hundreds of millions of dollars every year. World Health Organization in collaboration with five other consortium partners will implement a Road Safety Project (RS10) in ten countries, including India. The objective of this project is to reduce death and disability through road traffic injury prevention projects in these focus countries and to develop model programmes. Four of the consortium partners, viz. WHO, GRSP, JHU and ASIRT will work very closely to provide the main technical support for the public health aspects of the project. WHO would monitor the Main, Intermediate and Process indicators, facilitate and coordinate the main partners’ work in countries around risk factors. In accordance, the work in countries would have three components, i.e., road safety, trauma care, and data system strengthening.
Description of duties:
Under the overall guidance and supervision of the WHO Representative to India, and close liaison with Public Health Administrator, Cluster Focal Point (Noncommunicable Diseases and Social Determinants of Health) and Coordinator of Road Safety project (RS-10) in WHO/HQ, the incumbent will work as Technical Officer (Road Safety and Injury Prevention), within the framework of national policies and guidelines defined in WHO programme and policy documents, in which capacity he/she will perform the following duties.
1. Develop the India road safety country project and work plans in collaboration with WHO staff at headquarters, and regional office (SEARO), consortium partners (where appropriate) and local stakeholders.
2. Facilitate the implementation of the road safety project in India including liaising with relevant ministries, states, nongovernmental organizations, academics, WHO’s regional and headquarter offices, consortium partners and other local road safety stakeholders.
3. Work with local and consortium partners to develop a road safety data management system for the country including a police accident database, fatal injury surveillance system, emergency room surveillance, etc
4. Work with local partners to implement a pre-hospital and trauma care system for the country.
5. Organize meetings of project partners on a regular basis and prepare regular written reports to headquarters on progress.
6. Serve as the facilitating officer for additional components of the project related to budget, work plan implementation, monitoring and evaluation, some of which may be lead by consortium partners.
7. Coordinate the overall administrative activities to ensure successful programme execution.
8. Draft technical and financial reports for the donor, partners and other stakeholders.
9. Under guidance from the regional office facilitate the collection of specific data for inclusion in the Global road safety status report planned for publication in 2012. Participate and assist with other road safety related meetings at a country or regional level as required.
REQUIRED QUALIFICATIONS
Education:
University degree in health or social sciences, engineering or a related field. Masters degree in Public Health or M Tech/ME/PhD in professions allied to public health.
Competencies:
Communicating in a credible and effective way.
Producing results.
Fostering integration and teamwork.
Building and promoting partnerships across the organization and beyond.
Skills:
Ability to coordinate, plan and implement projects, organize training activities, effectively monitor and analyse data and present results.
Ability to work independently and deliver high quality work on time.
Computer proficiency in Outlook, MS Word, Excel and PowerPoint.
Other Skills (e.g. IT):
Proficiency in computer applications and ability of make oral and written presentations on technical issues; ability to draft reports. Good presentation skills.
Experience:
Essential:
At least seven (7) years of xperience in the relevant field, including minimum three (3) years of experience at international level.
Experience in project management and programme evaluation.
Experience of working in a low- or middle-income country.
Desirable:
Experience in development of advocacy materials.
Familiarity with the UN system, in general, and the WHO system, in particular experience in organizing training activities.
Languages:
Excellent written and spoken English.
Good command of other UN and/or local languages would be an asset.
Annual salary: (Net of tax)
USD 67, 395 at single rate
USD 72, 373 with primary dependants Post Adjustment: 39 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
